The natural history of addiction is changing significantly along with the process of modernization and human progress. In the last decade, traditional addiction treatment altered its focus and has evolved into a comprehensive treatment intervention, which emphasizes continuity of care.

Treatments have expanded due to the many social, and availability of new and more potent forms of addictive substances, i.e., the widespread introduction and proliferation of crack cocaine, the increased polydrug usage, continued fragmentation of families resulting in increased single parent households, and early age onset of chemical abuse; as well as the increased prenatal exposure.

Additionally, the Center For Disease Control in 1993 has declared violence to be a form of disease. More specifically, Houston has a remarkably high “school drop-out rate”, reaching around 50% in some communities, as well as a significant homeless situation. These social changes are resulting in an impact on the human development and the mental health of clients enrolling in treatment programs. In addition, addiction relates in a synergistic fashion (hand-in-hand) with diseases such as Tuberculosis and HIV/AIDS, which negatively affects the epidemiology and morbidity of each synergistic case. The patients/clients/consumers are faced with multiple problems and disorders, and this problem appears to be still escalating.

The treatment approaches needed to be tailored to these constantly emerging comorbid and polymorbid epidemics. As the 21st century is heralded, agencies and current rehabilitation facilities cannot simply focus on any single problem or disorder, but must develop more efficient hybrid approaches, embracing a broadened eligibility for admission and a user friendly collaborative atmosphere to effectively meet the needs of today’s clients.

RHI Mission
The mission of RHI is to assist the community by providing residential services for the Medical Indigent who are in need of treatment from substance abuse.

Recovery Houston Institute is motivated by the belief that adults suffering from substance abuse can very much improve their quality of life, increase the gaps between relapse and to foster recovery by addressing the mental, physical, emotional and spiritual needs within a therapeutic environment.

The mission is based on the understanding that emotional, behavioral and substance abuse problems restrict the client’s normal psychological, social and spiritual development and growth. RHI facilities function as a therapeutic community of patients and staff, both promoting an open and honest communication, as well as responsible behavior. The therapeutic community endows an atmosphere of respect for all its members, in which problems are faced and positive solutions are made. In addition, the community guides the patient in overcoming feelings of helplessness and to come to an appreciation of their unique strengths and capabilities.

Recovery Houston Institute is motivated by its approaches, that the mental health and substance abuse problems can best be addressed with a multi-arena approach of community leadership, academics, advocacy, professional training and research. The focus of every treatment facilitates relationships with all available resources in the community and organizations to provide a total continuum of care. Gaps in the service are always remedied to make treatment efforts meaningful.

Programs
Recovery Houston Institute, is a private non-profit (charitable) chemical dependency organization, and has been serving Harris County for nine years. This agency is "one of a kind", serving the medically indigent/homeless substance abusers. The facility has treated over 5,000 patients, and is licensed by the Texas Commission on Alcohol and Drug Abuse and the inpatient substance abuse program is funded by the City of Houston Emergency Shelter Grant Program. The facility’s Community Rehabilitation Program is approved by the Texas Rehabilitation Commission, and provides for room, board, supervised living, the teaching of life skills and various residential substance abuse services.

The Institute manages a dynamic recovering community encompassing a Community Rehabilitative Program, Transitional Living Program, Residential Substance Abuse Program, and a New Start Program, all in collaboration with MHMRA. Recovery Houston has recently opened a 52 room social service housing program. This program has been funded by HUD for over 10 years.

Services

-Community Rehabilitation Programs approved by Texas Rehabilitation Program, in collaboration with the VA Medical Center/Houston
-Transitional Living Program (short and long term)
-Volunteer Staff Work Program (six months and longer)

Volunteer Staff Work
In a climate of a dropping economy and presented with less opportunities to provide quality substance abuse residential treatment services, which the homeless so desperately need, RHI relies on a volunteer staff to provide an innovative approach to prolong the opportunity to stay involved within a recovery environment and provide additional services to the facility’s clients.
The funding and clinical requirements do not always match.

Addiction is a disease focused in the brain, and positive chemistry changes in the brain may take longer than the present funding cycles. Addiction is also a hybrid disease involving a plethora of problems and other diseases. Therefore, a successful treatment intervention would involve a full continuum of programs to include other necessary resources such as transitional living, job opportunities, job skills, training and safe sober housing.
